The restricted countries list gained one new entry, Kazakhstan. Every other apparent difference in the diff (countries appearing to swap rows/columns) is just the table reflowing because the list is split into four alphabetical columns; inserting Kazakhstan into the second column pushed every later name down by one slot and one extra name onto the fourth column, but no country besides Kazakhstan was actually added or removed.
